Today all modern systems such as Windows 10, iOS, Android allows you to choose whether to download the updates over metered connection or not.
These days Microsoft push a lot cumulative updates. If home workers are connected over metered connection, downloading those updates may incur in serious Internet bill whether in domestic or even higher when abroad due to roaming cost.
The idea is to introduce new settings for the "Cloud-enabled Management Settings" policy whether CEM agent is allowed to download software packages and updates via metered connection or not. This can save you from potentially unexpected Internet data transfer cost.
The download only blockout mechanism is already in 'Targeted Agent Settings' but you can select only the blockout period, no settings about connection type.
