Exception has been thrown by the target of an invocation

Hi ,

While creating the software delivary package we are getting the following error " Exception has been thrown by the target of an invocation".

Please let us know the fix for this issue.

We have tried the below workarounds,

There is no license issue and we have checked the local security policy(Use FIPS complaint algoritham for encrption,hashing and signing) on our system and which has been disabled.
