What is the logic used by the Altiris Agent to download packages on sites without Package server?

I looked at the following kbs:

They describe what happens next once the package source is received. But I still need to understand the logic how the package source is provided. We are working on project where PS is going to be used as temp storage. However we want to avoid any WAN traffic speccially on small sites without Package servers.
